Pashinyan Proposes Removing Independence Declaration Reference from New Constitution

Armenia’s prime minister has stated that a future constitutional reform should exclude references to the country’s Declaration of Independence, framing the issue within constitutional reform strategy (սահմանադրական բարեփոխումների ռազմավարություն) [sahmanadrakan barepokhumnery razmavarutyun] and political stability considerations (քաղաքական կայունության նկատառումներ) [kaghakakan kayunutyan nkatarrumner]. The remarks were delivered during a public address discussing the direction of legal and political changes.

According to the prime minister, including such a reference would signal continuation of the Karabakh-related political agenda. He stated: “I have clearly expressed my position on this issue, saying that the new constitution [of Armenia] should not contain a reference to the Declaration of Independence [of the country].” This position reflects concerns about historical reference implications (պատմական հղումների հետևանքներ) [patmakan hghumneri hetevankner] within constitutional texts.

He further explained the reasoning by linking constitutional language to regional tensions. “If we adopt a new constitution today, and the text of that constitution contains a reference to the Declaration of Independence [of Armenia], it means that we are continuing the Karabakh movement.” This interpretation connects legal wording to conflict continuation risks (հակամարտության շարունակման ռիսկեր) [hakamartutyan sharunakman risker].

The statement continued with a direct causal argument: “If we continue the Karabakh movement, it means that we are restarting the conflict with Azerbaijan.
